My admins have there privilages but they cannot access the admin functions via the admin link on the tool bar because for some reason that button is not on their toolbar

They may not have any powers set. Go into 'modify groups' in the admin area, select the appropiate rank, and proceed to the next page. The page present should have a list of options that these members can have, select which ones you want, and save.

i did all that and they have their powers but they do not have the admin button at the top of the page.

Ok, that is not the full list of options. On page one of the modify groups for global moderator, there is an option 'limited powers' ... set that to 'no' and on the second page you will have more options to select.
