Section 25(a) can be invoked for any breach of ProBoards' Terms of Service. Usually, it's because a board allows posts that are not acceptable for people as young as 13 (PG13 rule). It can, however, be invoked for any reason ProBoards' feels is appropriate. Best thing to do is become familiar with the Terms of Service and be sure those terms are followed on your forum.

To add on to this, Section 25(a) is generally used when the forum as a whole violates the TOS.
A violation does not inherently mean you will be shut down for it, if the abuse team feels the situation can be remedied. In cases where this is something the abuse team feels is possible, the forum admin (username: admin, unless another arrangement has been made with proboards) will receive a warning PM from a ProBoards super account. Note that super accounts do not need to register on your forum (I say this because a while back there were a few people masquerading as PB employees by registering on forums and claiming they were from the company).
As a personal anecdote: I've received a couple of warnings myself. Both times, the situation was remediable and I was given a time frame in which to correct the issue (48 hours if I recall correctly). Individual situations may vary though.
If you fail to comply with a warning, however, your forum will likely get shut down.

Kami's response above is pretty spot on. Usually 25(a) is only used by the abuse department when the forum is so violating or was built for the purpose of doing something that violates one or more major parts of the TOS.
