It may not be reproducible, if you have current version installed.
It coming up to automatically install like that, is because the version installed, is out of date, or non-existent. Auto-download would mean there's settings that need to be done, to prevent flash from auto-updating when it's called on. That would be through flash's own settings.

The pages users are being directed to aren't on Adobe's website. They're completely unrelated domains, so the Flash version would be irrelevant in this case.

Those of you who have experienced this attempted forced download might want to try running a MalwareBytes scan to rid yourselves of any virus that might be present on your systems.
