User key read permission bug

The read permissions for keys don't seem to take effect at all for either user keys.

For example;

A super user key that I want only staff to read and write, but the user can also write to their own key.

The read permission is completely ignored, even though the can_read method returns false.

It's quite easy to replicate (key permissions component) and test, but if you need more detailed instructions on how I am testing the bug, let me know.

Hi Peter , sorry I didn't post back here. I sent this off to the devs who confirmed the bug and it's at the top of list to be fixed.
