you would have to get a filehost or somehwere to host your files and then link out to the files which you have hosted, if you would like i could pm you a recommendation to where you could be hosted for free

Depends on what kind of file downloads you have and what is the extent to which the files will be downloaded. If you want a huge amount of space, then you need to go in for one of those large file hosting websites like Rapidshare and all those, they will happily host some big files for you.
However if they are small files sized below 400KB or so and stuff, you can open up an account on some web host and use it. Be sure to read the website's TOS on their services, some websites don't allow certain file types to be hosted. Some websites don't even like you hosting ZIP files on their website!
