Zaphkiel which one of you was the main admin? if it was you the board is rightfully yours, if it was him then there is nothing you can do, email him and tell him to give you the admin password so you can change it.. if he does not then come back here so the Admin's here can return the board to its rightful admin.

I created the board as well as the email address that we used for the admin email, but he has changed the passwords on both, Ive already contacted Yahoo about him changing my password for the email. And I have tried emailing him to no avail.

If you were sharing the admin username you should never have done that to begin with
If it was just one of you, that person has the rights to the account

I am the one who had the control over the admin acct, he never even knew the password, the only way he was able to change the password was because we used a shared email for the online server that we ran, in which he changed the password on me and by doing that used that email to give the admin acct a new password.

What Martyn will need is proof. You will need the original password and email used to sign up with the account with. Also the date of registeration might help as well. Don't post them here but wait for him to reply again andd see if he can help.
Also if possible Martyn might be able to view the security log to see the change made when the email and password were changed as well to show proof of it being stolen.
