Go into your admin panel and smack dab in the center you should see a link called "View Pending Accounts". If you don't see the link, there aren't any accounts to approve.

Ok there were pending accounts but I could not find this option. Since then I turned of Limited Registration would this make that option disappear? Would it be under Manage Members ?
