It was the same with version 4. I originally had no minimum time, but was asked to change it.
The new code that I've just submitted has the option to restrict one or the other, if you wish, I can adjust that to have no minimum time, but only if you have edit OR delete restricted, not both.

If "Delete" restriction could be adjusted to have no min. time, that would be amazingly AWESOME and greatly appreciated!

In your Admin Panel, go to the section where you manage your plugins, and to the right of the each plugin there's an 'Edit' button.
Click that and ensure it's set to 'Everyone' and make sure the correct themes are selected.
