I can't tell exactly, but it is likely in a global or main header, or in the templates right below the news fader.

Where did you get that code from?

I had a member join and then this happened. I also have an unwanted shoutbox on my forum. Where do I go to get rid of that?

Were you able to remove the code?

As for the shoutbox, it can be disabled in the shoutbox settings, which are inside the settings section of your admin panel.

I have looked in Global and Headings can't find it there. Where will I look for templates below news feeder.

That would be the "home" template.

The code I listed above is the problem. It is part of a header code or a template code.

It is still there I have taken out the code on the News feeder completely and put my test forum in.

It is not in the Global and headers.

I have got rid of the shoutbox.

I have seen that sig somewhere but I don't think on my forum.

Any suggestions what I should do now.

Looks like you got rid of the redirect, however there is still a code linking to that site:
