I really don't see anything special about it unless I'm missing something. Just cropped the image and on my graphics program I made a square with a white border, converted it to an editable shape so I only had the border. Made the border semi-transparent and added the shadowed text. I'm not sure of any special affect on it except it looks a bit darker than the original? Here is my cat: So I'm I missing something? Are you asking for steps on how to do it on your graphics program or are you hoping someone will do it for you? I don't use Photoshop, I use Xara so not sure I could help you if you have a different graphics program than I do.

Thanks for your response! And there is a difference between the two photos besides the graphics and text. Look at the top photo, nothing has been modified on it at all. Now when you look at the second photo you can see how the fur pattern is smoother, also take a look at the grass and how different it looks from the original photo.
I learned from another member that the smudge tool and blur tool were actually used on the avatar to give the picture a different look.

Just checked both forums and to answer your question, there is a much easier way to achieve this effect than the answers you received. In photoshop CS6 there is an oil paint filter that provides a similar effect. It looks like whoever made it use the Oil filter combined with some other features. I got a similar effect by first using the Oil filter and then dropping the original image over top with its blend mode set to multiply (to bring back lost detail) and dialing down the opacity to around 60%. IMO it looks a little better that way in terms of color richness but that is just a taste preference. Hope this helped. Side by side comparison.
