So basically you're just looking to see who made the post when a post is blocked on the desktop? The only problem I can see with this is that people already aren't happy that we don't completely hide the post from them, this just seems like it would be the opposite direction of what they've been asking for.
I did mark this as a feature request though.

People have been requesting "true blocking" so that they can't tell a post was made by a user that they blocked at all, exactly the opposite of what you're looking for. Regardless as I mentioned before this has been labeled as a feature request.

From preliminary testing, you can get the effect you want through layout templates, it seems. Go to Admin > Theme > Layout Templates > Thread > Post List. On a default template it starts on line 44 and looks like
{if $[post.is_blocked]} <td class="$[post.blocked_class] content center"> <div class="message note pad-bottom">This post is hidden</div> $[post.display_blocked_post_button] </td> {/if}
You can edit this to suit your needs. For example, on my forum I removed the button so they CAN'T see the post even if they want to. /evil But you can also edit this to include the name of the poster by adding the variable $[post.created_by.name] So for example you could put:
{if $[post.is_blocked]} <td class="$[post.blocked_class] content center"> <div class="message note pad-bottom">You cannot see this post because you have blocked the user $[post.created_by.name]</div> $[post.display_blocked_post_button] </td> {/if}
