Try signing out and viewing it as a guest, to see if that's the problem.

It's probably not in the templates anywhere; go check to see if $[shoutbox] is in your layout templates, usually in the Global or Home sub-group.

It's there, it wasn't appearing when in the default wrapper position, i moved to home page and still nothing.

It's got a display:none in effect on it that goes away when I reset the templates to default, not sure where that's coming from.

I don't see the shoutbox on the demo of the theme either, so it's probably something going on with the theme itself.

I did the new test site to make sure things like the shoutbox would be there as I don't have that on my own site. What can I do to correct this on the test site and have it included on the theme in the library?

I'm not sure why the shoutbox has a display:none on it or where that's coming from, but you should probably create a new support thread for it so we don't turn this into one

MC3K_Neonz I've adjusted the nav tree so if you upload the newest version from the library when it's accepted by PB, let me know how it is for you.
