Example:
When not logged on a guest is unable to see threads with the label "Blue" When logged on the user can see all threads with the label "Blue"
or
When user is a member of the Blue team can see threads with the label "Blue" When user is a member of the Red team can not see threads with the label "Blue"

So I looked at that and what I got from that was you can limit who can apply and view the label.
I would like to label a thread and control who can view the thread by what label it has.
I tried putting a label on a thread that was only viewable by a staff member and all it did was hide the label when I logged out but not the thread.
Maybe I missed it but I can't seem to find out how to do that on that page.

To my knowledge, there is no current default way to do this. If it's possible at all, it probably needs a plugin to do it.

There's nothing in place to make view permissions work at the thread level. Permissions are determined entirely by what board each thread resides in.
While a plugin can hide threads depending on their labels after the page has loaded the change will only be cosmetic. Those threads will still be accessible, and anyone who knows how can get past any restrictions the plugin puts in place.

When you say cosmetic I assume you mean its not visible?
That would work if that is the case. If someone wants to put that much effort into finding the thread good for them.
Is there a plugin/template that does this? I have looked and read through quite a few threads and haven't been able to find anything.

A plugin can't prevent anyone from actually accessing the thread. Is there a plugin/template that does this? I have looked and read through quite a few threads and haven't been able to find anything. I'm not aware of any that do this, but you can always request one.

Hate to keep asking about this but just to make sure...
So when the page loads I have this
A B C D
This would be viewable to everyone until the plugin runs
Once the plugin runs this would be displayed
A B D
Is that correct?
So however long it takes the plugin to run they would be able to see.

Pretty much. That's how most plugins that hide stuff using Javascript work.
