I am the owner and administrator of my forum; however I cannot access the Security Log.

I referenced this page: www.proboards.com/admin-guide/security/security-log

There's no "Security Log" from the Security drop-down menu. There's no Security Log section on the Security page.

Is the Security Log down? Why can't I see it?

Are you logged in under the main admin account? The username of the main admin account is admin.

Any account other than that is not considered the main admin of the forum and is subject to whatever powers were assigned in Members > Member Groups by the main admin regardless of the title of the group they're in.
