Quite a simple concept - you can tell a member why they got disabled not just the date they get un-disabled.

If that's the case, then short of an e-mail, no. the only other thing you can do is leave them a PM before you disable the account that they will see when they regain access.

For clarity: plugins can only affect the forum proper. The login/registration screens (which are on a separate page apart from the forum proper due to the global login system) and the admin panel (also a separate section from the forum) cannot be affected by plugins.
Simply put, you cannot add content to that page whatsoever. Since disabled accounts can't use the forum proper (unless they are logged out, and in which case the point is moot), they won't receive a message about being disabled anywhere else.
