For the "I Agree" part of your request, you may want to look at the Lion Rules System plugin.

Keep in mind that no plugin works on mobile, unless that user who is on a mobile device switches to Desktop Mode.

Got that and so far people like it. Request for this is smaller pictures and would be great to have a drop down and click on desired emotion. Would make an already great option better since it would be a one motion action.

I'm barely functional when it comes to dealing with the code that makes this all work which is why I love plugins. As for the dislike button it would go next to the posts like button.

In that case, the Post Reactions plugin that bigballofyarn linked should cover it all. The layout (button/image placements) may not be exact, but the functionality is there. IMHO, there really is no reason to re-invent the wheel, even though the existing wheel is a different brand.
