Not quite sure of your question. If you are asking if you can delete spam off your forum, then the answer is yes. If you are asking for help to delete spam off your forum, then the answer is yes we can help. However, from a quick look at your forum, it appears you have it all handled. If this is not the case, please let me know.

I see you do have a minimum post count for your advertising section (doesn't include the fact that the guest board doesn't require signing up to post there, FYI). Outside of trying to make sure people follow your rules on where they can advertise, and what post count, I suggest adding a group people can join, and then add to the board you want them to advertise in, the ability to create topics, only if they are in the group.
If you head over to the following: Admin Home> Members> Member Groups>
You can create the group. You can call it whatever you want, but for simplistic purposes I suggest calling it the Advertising Group. While naming it, it allows you to input a description that people will see when they go to join it. Fill that in with the post requirement you want your users to advertise at, and then press save.
After you save the above, head over and select the Group Type. Under "Type" after you fill in the name, select the type, "Petition". Petition allows you to review the user wanting to advertise to see if they have met your requirements. Once that is selected, the group is then automatically saved with that group type.
Now head over to Admin Home> Structure> Categories & Boards.
On that page, find your advertising board, and click on it and go edit the board's properties. On the Permissions Tab, go down to "Who can create threads on the board" and select Staff from the drop down menu. Then go to the next line that states "And members in the groups:", and click on add group and select the group you want topic creation permissions for that board, and save.
