Do I have any right to my user name?

I'm not famous or a public figure and sure there are thousands of celeb fakes out there too.

If someone is not impersonating me but starts using my username on a pile of forums do I have any rights to make them stop and can pb make them stop?

I'm going to wager that they "can," but they won't if impersonation is not involved.

Example:
A woman and her husband have recently become obsessed with my username and started using it as their display name on a few sites. If Instagram is not deleting the thousands of Elon Musks, I don't think ProBoards will delete the handful of dragonfli names unless the person was trying to impersonate or defame you. Further, while I feel that "bigballofyarn" is my sole core identity, I do not own any copyright to it, and it is not legally mine. These people are not impersonating me. They decided they liked my name and started using it. So, their accounts will likely stay online.
