Are we able to create a Pay Wall for our forum or future forum?
In other words, say if want to run like a service through the forum, can we then create a pay wall, in order for people to access the forum?
I realize that the pay wall would have to be initiated on a sperate website, but is that OK and or allowed? Like say if it was employment related or something?

It's perfectly permissible, yes. Forum admins have discretion as to who they want to allow in their communities. Why you've allowed someone to participate is between you and them, provided the member abides by the Terms of Service. After all, private clubs can have forums, and those clubs may require membership dues for club members, etc.
However, you would need to make it clear to your members that all payments are going to you/your organization and that ProBoards/VerticalScope has no involvement with the transaction. You are the one charging members for access, not ProBoards. If the members are unhappy, it's you who has their money and they shouldn't come here expecting a refund from ProBoards.
