greenhorn do you mean guests or registered members? If it is guests, then someone viewing the 'guests must login' screen is still counted as a guest.

I'm seeing another staff member (from the Administrator group) has recently approved a member. I suggest you consult Admin>Security>Security Log. I've never heard of a forum approving members itself with restricted registration on.

If you go to Admin Home > Security > Security Log then select 'Member Logs > Approvals', you will be able see who is approving members. Also if you go to Admin Home > Members > Member Groups and click on the 'Edit' button for Administrator and Global Moderator, then look in the Admin Area section and set Approve Members: to No, only you will be able to approve members.
